MINUTES OF THE BETHANY PLANNING AND ZONING COMMISSION SPECIAL MEETING OF TUESDAY, JULY 2, 2019                         Page 1 of 2

 

The Special Meeting of the Planning and Zoning Commission was called to order at  

7:11 p.m. in the Commission Meeting Room of the Bethany Town Hall, 40 Peck Road, Bethany, Connecticut.

 

The following Commission Members were present:

            Kimberly McClure Brinton, Chair

            Donna Shea, Member/Secretary

            Bob Harrison, Member

            Alex Hutchinson, Member

            Rob White, Member

            Judy Silva, Alternate Member

 

The following Commission Members were excused:

           Brad Buchta, Alternate Member

           Andrew Zielinski, Alternate Member

 

Also present were:

            Isabel Kearns, Zoning Enforcement Officer

            Barbara Schellenberg, Land Use Attorney

 

 

Agenda

 

1.      CGS Section 8-24 Review for the 2019 Road Construction Project, which is the subject of the proposed $8,010,000.00 bond.

 

The Commission received a letter from First Selectman Paula Cofrancesco, dated July 1, 2019, requesting a Section 8-24 Review for the 2019 Road Construction Project, which is the subject of the proposed $8,010,000.00 bond.  A resolution was prepared by the Town Attorney Vincent Marino.  The Commission reviewed and proceeded to deliberate.

 

It was moved by Hutchinson and seconded by Harrison to approve the following resolution:

 

RESOLVED, that the Planning and Zoning Commission of the Town of Bethany approves the following project pursuant to the provisions of Section 8-24 of the General Statutes of Connecticut:

 

Road improvements including, as needed, milling, paving, drainage, and reclamation on the following roads:  Bear Hill Road, Bethmour Road, Brinton Road, Brooks Road, Doolittle Drive, Downs Road, Edwards Road, Fairwood Road, Falls Road, Glenwood Court, Green Hill Road, Hatfield Hill Road, Hinman Road, Lebanon Road, Litchfield Turnpike, Mountain View Road, Northrop Road, Old Amity Road, Ridgewood Road, and Sperry Road, and related work and improvements;

 

 

 

 

 

 

 

 

provided that this resolution is for approval of conceptual plans only.  The project is subject to and shall comply with all applicable laws, regulations and permit approvals, and this resolution shall not be a determination that the project is in compliance with any such applicable laws, regulations or permit approvals.

Vote 5 to 0.

Voting for:  Brinton, Shea, Harrison, Hutchinson, White.

Unanimous approval.

 

 

2.      CGS Section 8-24 Review for the proposed acquisition of property located at 327 Beacon Road, also known as the Simpson Preserve.

 

It was moved by Harrison and seconded by Hutchinson to table this item until the Special Meeting on July 10, 2019, to obtain more information on the proposal.

Vote 5 to 0.

Voting for:  Brinton, Shea, Harrison, Hutchinson, White.

Unanimous approval.

 

 

3.      There being no further business to come before the Commission, it was moved by Hutchinson and seconded by Shea to adjourn the special meeting at 7:17 p.m.

Voting for:  Brinton, Shea, Harrison, Hutchinson, White.

Unanimous approval.
