MINUTES OF THE LONG TERM FINANCIAL PLANNING COMMITTEE MEETING OF WEDNESDAY, APRIL 11, 2012 Page 1 of 2


The meeting of the Long Term Financial Planning Committee commenced at 7:34 p.m. in the Commission Meeting Room of the Bethany Town Hall, 40 Peck Road, Bethany, Connecticut.




The following Committee Members were present:

Stephen Squinto, Chairman

Chip Spear

Sharon Huxley

Aileen Magda



The following Committee Member was absent:

Jamie Stirling



Also present was:

Derry Gorski, First Selectwoman

Hiram Peck, Planning Consultant





Chairman Squinto stated Hiram Peck would like to review an option for conducting the proposed survey the Committee has been working on. Mr. Peck provided copies of the “Long Term Financial Plan Research Study Proposal” prepared for Bethany, dated April 11, 2012, by The Center for Research, Meriden, CT. Mr. Peck reviewed the telephone survey and suggested the Committee consider the option with 400 completed random sample telephone survey with a cost of $8,500.



Derrylyn Gorski stated she would have to go to the Board of Finance for approval for the monies needed.



There was a general consensus of the Committee that this proposed survey, which would be done by an outside source, would provide the best quality information.



The Committee noted that it would be a good idea to notify the residents that a professional organization will be reaching out to the Bethany residents by phone to complete the survey. Some of the ways mentioned to notify the residents were on the Town website, the Patch website, local papers, post on local bulletin boards and send out flyers.



Chairman Squinto had prepared a paragraph to be placed in the notice to residents for the previous survey method and will revise the paragraph to address the change in the option of how the survey will be performed, which is by telephone.



The Commission also discussed the need to obtain what the next five year budget gap is going to look like with the data that has been compiled to date. Also, need to obtain the budgets from the Board of Finance for the last five years and to compile a list of capital needs and personnel needs.







The next scheduled meeting is on Thursday, May 3, 2012, at 7:30 p.m. in the Commission Meeting Room.
