MINUTES OF THE BETHANY INLAND WETLANDS COMMISSION REGULAR MEETING OF MONDAY, JUNE 27, 2011 Page 1 of 3

The regular meeting of the Inland Wetlands Commission was called to order at 7:35 p.m. in the Commission Meeting Room of the Bethany Town Hall, 40 Peck Road, Bethany, Connecticut.

The following members of the Commission were present:
Alexandra Breslin, Vice-Chairman, Acting as Chair
Kristine Sullivan, Member
Brian Smith, Alternate Member

The following members of the Commission were absent or excused:
John Kane, Member
Jack Ellison, Member
Patricia McGregor, Chairman

Also present were:
Isabel Kearns, Inland Wetlands Enforcement Officer
Karen Hubbell, Assistant Inland Wetlands Enforcement Officer


ELECTION OF OFFICERS AND APPOINTMENT OF STAFF

It was the consensus of the Commission to table this discussion until the Commission has obtained more members. Tabled.


APPROVAL OF MINUTES

1. It was moved by Sullivan and seconded by Smith to approve the minutes of the May 23, 2011, Regular Meeting as proposed to be amended.
Voting were: Breslin, Sullivan, Smith.
Unanimous approval.

2. It was moved by Sullivan and seconded by Smith to approve the minutes of the June 6, 2011, Special Meeting as proposed to be amended.
Voting were: Breslin, Sullivan, Smith.
Unanimous approval.


GENERAL CORRESPONDENCE

1. Letter from Patricia McGregor, Chairwoman of the Inland Wetlands Commission, dated June 27, 2011, Re: Resignation as Chairwoman of the Inland Wetlands Commission effective June 27, 2011.
2. Letter from Jack Ellison, Member of the Inland Wetlands Commission, dated June 24, 2011, Re: Resignation as Member of the Inland Wetlands Commission.



BILLS

1. It was moved by Sullivan and seconded by Smith to approve the payment of $495.00 for professional services on June 2, 2011, rendered by Martin Brogie, Inc. Environmental Services for Site Inspection and Letter Report, 100 Miller Road.
Voting were: Breslin, Sullivan, Smith.
Unanimous approval.


OLD BUSINESS

1. 122 and 123 Valley Road, Application #1165 submitted by the Town of Bethany for an Inland Wetlands Permit to replace a cross pipe –

No one was present to speak on behalf of this application.

Commission members discussed and proceeded to deliberate.

It was moved by Sullivan and seconded by Smith to accept and approve Application #1165 submitted by the Town of Bethany for an Inland Wetlands Permit to replace three cross pipes on 122 and 123 Valley Road, as shown on the revised map, submitted on May 4, 2011, received on May 23, 2011, and is subject to the following conditions including the standard conditions found on the Land Records Volume 93, Page 802 and Page 803:
This permit is subject to the use of Cape Cod Curbing.
As necessary, the applicant is to seed and loam any disturbed areas along the sides of the road once the site work is complete.

It is suggested that this permit be approved because the repairs are necessary and if done in accordance with the plan and what was discussed in the field with the applicant, there should be minimal or no impact to the wetlands.

The Commission also noted that the applicant had placed silt fabric in all of the catch basins.

Voting were: Breslin, Sullivan, Smith.
Unanimous approval.

2. Discussion regarding revising the wording on the Conservation Area Signs –

The Commission made changes to the proposed sign. It was moved by Sullivan and seconded by Smith to approve the purchase of an appropriate number of Inland Wetlands Review Area signs as modified by the Acting Chair.
Voting were: Breslin, Sullivan, Smith.
Unanimous approval.




ENFORCEMENT OFFICER’S REPORT

Isabel Kearns, Inland Wetlands Enforcement Officer, presented a copy of Public Act No. 11-5, An Act Extending the Time of Expiration of Certain Land Use Permits and suggested to the Commission that they amend the Inland Wetland Regulations to reflect this new bill. It was the consensus of the Commission to review this act further at the next meeting on July 25, 2011. Tabled.

444 Sperry Road (Route 69) – Karen Hubbell, Assistant IWEO, visited site to inspect runoff that was reported and stated there was no activity taking place.



It was moved by Sullivan and seconded by Smith that the Commission formulates an appropriate acknowledgement of Pat McGregor’s years of service and the Commission can vote on this at the July meeting and this would be incorporated in the minutes of the July meeting for a permanent record.
Voting were: Breslin, Sullivan, Smith.
Unanimous approval.


It was moved by Sullivan and seconded by Smith to adjourn the regular meeting at 8:22 p.m. Unanimous approval.
